This decision was taken by the Rwanda Football Association (FERWAFA) on May 20 after a complaint was filed by AS Muhanga, and was told that it was late in submitting it but was assured that the information it provided will be used in the investigation.
In FERWAFA's letter, he said that based on the information provided by AS Muhanga, which was examined by the Competition Commission, they found that there is an Espoir FC player named Christian Watanga Milembe who is playing without a permit to play given by FERWAFA.
He continued to mention the conclusions of the commission that met on Monday and confirmed that the Espoir FC team will be deducted three points from all the Espoir FC matches in which this player appeared in the 2023/24 game year.
FERWAFA then announced that the Playoffs will begin on May 22, where As Muhanga will play Vision FC in the first leg.
Apart from the confusion over the names and qualifications of Watanga Milembe, AS Muhanga had pointed out that Espoir FC had 34 players with qualifications to play for its first team but should not exceed 30.Also, Espoir FC had a 'licence' which appears to be similar to the other FERWAFA used by this player.
Sources from people close to Espoir say that this match that Watanga was playing for was a fake and that he was wanted by the Team Manager of Espoir FC Ingwe Claude, together with Romami, the head coach of this team.
Many people believe that the Team Manager of Espoir FC Ingwe Claude, that after his dismissal he was the one who gave the information to the AS Muhanga team.
